Dear Ms Fish and council members,

I am writing on behalf of the San Francisco Group of the Sierra Club to express our concern that 
endorsement of the proposed ROSE re-write is premature.  The current draft is plagued with multiple 
problems and is in the process of being revised.  Our understanding from Ms. Exline is that a new 
draft will be released in October.  In light of this, we believe it would be irresponsible for the 
Commission to take action at this time.   Attached are Sierra Club comments to the Planning Dept 
concerning the existing (June) draft and the need for a more extended public comment period.

Please distribute to Council Members before next meeting.
